It depends on who is looking, how they are looking, and what they are looking at. All that depends on whether it is before or after the value added homogenization and extrapolation (WAGs).
Does look above average to me.
But what’s the deal with all that regional variability? Is that normal? Was NE North Dakota really +3 F over normal while SW North Dakota was -2 F relative to normal? I just don’t buy that.
