I’d say he meant, I can’t fix all problems because I don’t have absolute power. That doesn’t mean he wishes he was a dictator, but nonetheless for someone with so little real life experience outside of politics, it does suggest he is perhaps somewhat delusional about his ability to actually fix problems using his ideas.
