The same intelligence services who can’t figure out what happened at the US Embassy in Benghazi 12 months ago with dozens of CIA operatives in the spontaneous YouTube protest crowd, are simultaneously cranking out huge amounts of very detailed information about the three days prior to the Syria attack. They know exactly how many people died, and their number is only 4X greater than the number which French intelligence counted.
Disrupting the Borg is expensive and time consuming!

It is in the USA’s best interest to disregard the 100 page Russian report that squarely puts the gas attack on the rebels and it is most logical to snub all attempts by the Russians to discuss the situation…
