In theory it is. But virtually immeasurable effect. Water vapor accounts for ~97%, CO2 in the range of 1 or 2% max. Plus effect diminishes with concentration and it is at saturation now. Any more will have even less impact. Thus the world did just fine when the CO2 concentration was 16X higher in the Cambrian era.
