Not quite. He is using the argument that it is too much of a burden to fight global warming. He or someone with influence needs to trumpet the truth about the benefits of CO2, that we need to burn as much hydrocarbon as practical to support the planet, totally destroy the issue as the hoax that it is.
Yes, the atmosphere needs more CO2. Lots more, so life can continue.
