Since Southern California averages very little rain in August and September, to get a small percentage of nothing is not hard to accomplish and certainly does not mean any sort of drastic “climate change”.
Death and destruction!! San Diego is suffering from hotty-climate-changiness and most of the SW has wetty-climate-changiness. You have cleverly cherry-picked a view that does not show the rest of the hotty-ness to the east OR the worst kind of changiness which is hotty-fied coldy-climate-changiness.
Actually the kind going on where you live is the worst. hotty-wetty-coldy-changy We used to call this the 4 seasons but now we know better.

I see wetter over much of the Western US.
The Southern California desert in the rain-shadow of the mountains is … wait for it … still a desert.
I’d say it looks like the permanent drought has shifted to Orange County for a huddle and plans to re-emerge at sometime in some other part of the world.
